Delta Plan for Circular Plastic Packaging

The Netherlands is one of the frontrunners in Europe for packaging recycling, but this position is now under pressure. Recyclers are struggling, and the new PPWR (Packaging and Packaging Waste Regulation) is imposing stricter requirements on the use of recycled materials.

Collaboration for more circular plastic
The participating brand owners committed, at the launch of the Delta Plan for Circular Plastic Packaging, to using 115,000 tonnes of circular plastic. This commitment comes on top of the amount they are already legally required to use. This substantial, above‑mandatory contribution delivers an impressive 265 kton of CO₂ reduction each year.

The Circular Plastic Bank
Verpact is working on a transparent matchmaking platform that joins up the supply and demand of circular plastics. The origin of recyclate is certified within this platform. Companies that purchase certified Dutch or European plastic through this bank receive an additional discount on their waste management contribution thanks to fee modulation.
Extension of fee modulation
The existing Fee Modulation Plastic initiative will be expanded by 2027 so that greater use of recyclate will lead to greater financial incentives. This discount rewards packaging that is more recyclable.
Innovation programme
For 2025/2026, €6.5 million has been set aside for innovations in design, sorting, and recycling within the packaging industry. Verpact is working with both mechanical and chemical recyclers in pilot projects to improve the quality of recyclate and to make plastics that are difficult to use suitable for safe use in food packaging.

Impressive results
The Delta Plan for Circular Plastic Packaging was launched in the summer of 2025 and is making promising strides forward. The first matches have been made between supply and demand for recyclate, and the insights gained are being used for further development and professionalisation.
