Determine your roll
The PPWR distinguishes between 8 different roles and 7 different types of packaging.
- Use these documents to determine which role(s) you fulfill within the supply chain; you may hold multiple roles. If you are a manufacturer as defined by the PPWR, you are required—starting 12 August 2026—to have completed a conformity assessment and drawn up a declaration of conformity for all your packaging. As the assessment and declaration process can be lengthy, it is important to start in good time.

Are you a new or small business placing packaging on the Dutch market? If so, you may be required to register with Verpact. The PPWR enters into force on 12 August 2026. This shifts statutory reporting obligations, which may affect your 2026 declaration. Please also read our 2026 policy. It is important to verify that the declaration accurately reflects your situation in 2026. You can adjust your declaration yourself in PackTool if necessary.
