Fee modulation

Readily recyclable packaging is rewarded with a lower rate than packaging that is not so readily recyclable; this is the principle of fee modulation.

In 2019, Verpact introduced the first version of Fee Modulation Plastic. In 2023, this proposal was amended and we introduced Fee Modulation Plastic 2.0.

Fee Modulation Plastic 2.0 pre-sorts according to the PPWR; those who have modified plastic packaging and/or scaled up administration are thus already on the right track when it comes to upcoming legislation. 

The PPWR states that fee modulation will not only be limited to plastic packaging but will involve all categories of material. Further details will be disclosed in 2027.

The PPWR states that the aim is to have the same fee modulation methodology in every member state by 2030 that is based on the Recycling Performance Grades (RPG). Additionally, the use of post-consumer recyclate can be further rewarded, which is already happening in the Netherlands.
