Fee Modulation Plastic 2027
Do you design your plastic packaging to be highly recyclable and use post-consumer recyclate (PCR) and/or bio-based drop-ins? If so, by 2027 you could receive a discount of up to €1.18 per kg on your material fee for plastic packaging.
Why this discount?
Used plastic packaging only becomes a raw material for new plastic packaging if it is easily recyclable. That is why we reward producers who opt for a highly recyclable design. We also offer discounts for the use of circular plastics - such as post-consumer recyclate and bio-based drop-ins - to encourage the adoption of these materials. In this way, we help further close the plastic packaging loop and reduce the use of fossil-based raw materials.
Two schemes, one maximum discount
The discount consists of two separate schemes. You can combine them:
- Design for Recycling – a discount for highly recyclable designs, up to €0.40 per kg. Download the scheme details.
- Circular Plastics – a discount for the use of recyclate and/or bio-based drop-ins, up to €0.78 per kg. The higher the content of recyclate and/or bio-based drop-ins, the higher the discount. Download the scheme details.
Combine both? Your total discount can reach up to €1.18 per kg.
Benefits for now and the future
Using recyclate offers immediate financial advantages; it also prepares your packaging for the requirements of the PPWR (Packaging and Packaging Waste Regulation), which mandates a minimum level of recyclate usage starting in 2030.
Verpact will also offer discounts for bio-based drop-ins starting in 2027; however, it is worth noting that these do not count towards the PPWR obligation.
New in 2027:
- No more upper limit on the discount for circular plastics. The more recyclate and/or bio-based drop-ins you use, the higher your discount. There is no longer a cap, so your usage is rewarded up to 100 percent.
- For the first time, there is also a discount for using bio-based drop-ins.
These materials are chemically identical to conventional plastics and therefore go through the same recycling process; for instance, they can simply be disposed of with PMD waste. Bio-based drop-ins are made from renewable raw materials, thereby helping to reduce reliance on fossil-based sources.
From 2027 onwards, we will therefore reward them just like recyclate, with a discount of up to €0.78 per kg.

Does the material you use come from one of the countries on our list? If so, a discount of up to €0.78 per kg applies. If it comes from another country, you receive one-quarter of the discount. This allows us to stimulate the European recycling market.

With the Circular Plastics scheme, we encourage the use of circular raw materials in plastic packaging. This not only reduces reliance on fossil-based materials but also stimulates investment in recycling capacity and increases the availability of high-quality recyclate.
