New to packaging EPR? Here's how to get it right.
Do you bring packaged products to the Dutch market via a webshop, via a platform such as Amazon, or through your own store? If so, you may be subject to a registration obligation. On this page, we explain step by step what you need to know and do, even if you're just starting out or selling from abroad.
Am I required to register?
As soon as you supply packaged products to Dutch consumers (even if you are based abroad), you are, in principle, required to register with a producer organization such as Verpact. Do you place less than 50,000 kilos of packaging on the market per year? Then an exemption applies. This exemption does not apply to deposit packaging and single-use plastics (SUP): for these, you must always register, regardless of quantity.
Please note: even if you sell via a platform such as Amazon Marketplace and the packaging comes from you, you are the producer under the law, not the platform.
Step 1: Determine which packaging you place on the market
Calculate (an estimate of) the total weight in kilograms of all packaging used to supply products to Dutch end users per year. Think of: boxes, film, filling material, labels, and shipping packaging.
Step 2: Register with Verpact
Register as soon as possible, even if you don't yet know all the exact details. You can always make corrections later. Registering as a sole proprietorship? Do this under the name of your current business. Are you planning to switch to a different legal form (such as a BV or GmbH) soon?
Tip: if you know you'll be changing your legal form soon, you may want to consider waiting to register until the new legal form has been established. If in doubt, contact us.
Step 3: What if I change my legal form?
A registration is linked to your legal form and Chamber of Commerce (KvK) number (or foreign equivalent). If you switch to a new legal form — for example, from a sole proprietorship to a BV or GmbH — you must close the existing registration and open a new one in the name of the new legal entity. An EPR number cannot be transferred between different legal forms.
Step 4: The PPWR: what's changing as of August 2026?
As of August 12, 2026, the European PPWR (Regulation (EU) 2025/40) has come into effect. This has consequences for everyone who places packaging on the market in the EU, including companies based outside the Netherlands. Among other things, the PPWR sets requirements for reusability, recyclability, and minimization of packaging material.
For registration and reporting with Verpact, nothing is changing in the registration procedure at this time. We will keep you informed of changes as soon as they take effect.

Do I need to appoint a local representative as an EU company?
Companies based within the European Union do not need to appoint a local representative in the Netherlands. You can register directly with Verpact, regardless of which EU country your company is based in. Different rules apply to non-EU companies.
