Do you need to register with Verpact? The situation since the PPWR

 

The PPWR has been in effect since August 12, 2026. Since then, we have been receiving the same question remarkably often: does this apply to me or not?

Are you a producer under the PPWR? That depends on your situation.

The PPWR applies to any company that places packaging or packaged products on the market in the EU. In addition, Extended Producer Responsibility (EPR) applies in every country. If you are a producer, you generally need to register with an EPR organization. You also contribute to the costs of collecting and recycling the packaging you place on the market in that country.

Three things you need to know

If you operate via an online platform and sell packaged products through it to businesses or consumers in other countries, you are considered a producer in the countries where your buyers are based.
You must register with an Extended Producer Responsibility organization in every EU country where you place packaging or packaged products on the market. The PPWR also mandates the appointment of an authorized representative in each country. This latter requirement may yet be scrapped; discussions between Member States and the European Parliament are ongoing. A final decision is expected by the end of 2026.
In the Netherlands, you only need to register with us (we are the EPR organization) if you place more than 50,000 kg of packaging on the market in the Netherlands per calendar year. EU-based companies that are not required to register do not need to appoint an authorized representative for EPR purposes either.
