Rate Differentiation

For whom: all companies that are Producers under the PPWR.   
When: standardised methodology: 2030, more known: end of 2027 

Highly recyclable packaging is rewarded with a lower rate than packaging that is less recyclable, that is the principle of rate differentiation.   

In 2019, Verpact introduced the first version of Rate Differentiation Plastic. In 2023, this proposition was improved and we introduced Rate Differentiation Plastic 2.0.   

Rate Differentiation Plastic 2.0 prepares for the PPWR, so anyone who has adapted their plastic packaging and/or expanded their administration is already on the right track when it comes to the upcoming legislation.    

The PPWR states that rate differentiation will not be limited to plastic packaging but extend to include all material types. More information about this will be announced in 2027.   

The PPWR sets the target that the rate differentiation methodology will be the same in every Member State by 2030 and is based on the Recycling Performance Grades (RPG). This means that the current approach to rate differentiation 2.0 will be discontinued by 2030 at the latest, when the new rules start to apply.  
In addition, the use of applied post-consumer recyclate can be further rewarded under the PPWR. This is already happening in the Netherlands.
